Climate Change: Intrinsic Relationship to Security and Defense

Abstract

Considering what John Kingdon calls a "window of opportunity," this article analyzes the participation of the Peruvian Armed Forces, particularly the Army, in the development and protection of the Amazon and the environment in order to strengthen State capacity for the benefit of the most vulnerable. In this sense, the State's commitment to emergency prevention, the strengthening of social peace and development provides a solid basis for addressing -institutionally- climate impacts and exploiting synergies. Only through a transversal articulation of climate and environmental protection, safety and national efficiency strategies will a significant impact be obtained.

Author Biography

Víctor Arturo Miranda Alfaro

Víctor Arturo Miranda Alfaro is a Colonel in the Peruvian Army (R) and a Civil Engineer. He has completed a master’s degree in Government and Public Policy from the Pontificia Universidad Católica del Perú, a master’s degree in Environmental Management Engineering and a PhD in Environmental Engineering from the Federico Villarreal National University, as well as a Doctorate in Administration. He is also environmental coordinator of Environmental Management Systems (Ministry of Defense - OCA Global Certification Institute, Spain), technical specialist in Integral Risk Management by the National Center for Disaster Prevention of Mexico, as well as a member of the International Sustainable Development Research Society and the Andean Amazon Environmental Network. He has completed the Program of Conflict Management and Negotiation, Security and Strategic Defense of the Inter-American Defense College, the Electronic Government Program by the Organization of American States, and the “Effects of Climate Change” Program by the Engineer Research and Development Center of the University of Illinois.
