Use of Military Power: Flexibility and Scope of non-kinetic capabilities

Abstract

The complexity of threats to the security and defense of States merits the use of military power in a resolute, gradual, flexible and wide-ranging manner to control the escalation of the conflict, while maintaining its high coercive potential. In that sense, non-kinetic capabilities, beyond contributing to the development of conventional military operations, provide a wide range of options for applying military power below the threshold of armed conflict, since they provide flexibility and greater scope to the design and execution of a military response.

Author Biography

  • Vitorio Enmanuele Bossio Ballesteros, Peruvian Army War College, Escuela Superior de Guerra del Ejército

    Vitorio Enmanuele Bossio Ballesteros is a Colonel in the Peruvian Army, a master’s degree in Strategic Studies from the U.S. Army War College, a master’s degree in Formulation and Management of Public Investment Projects from the Scientific and Technological Institute of the Peruvian Army; a master’s degree in Public Management from the University of San Martín de Porres; a master’s degree in Military Sciences from the Peruvian Army War College  and PhD in University Education from the Enrique Guzmán y Valle University. He is also a Joint Staff Officer for the Joint Chiefs of Staff of the Peruvian Armed Forces and the U.S. Joint Forces Staff College. At the international level, he was a Staff Officer of the Military Component in the United Nations Stabilization Mission in Haiti (MINUSTAH). Currently, he serves as a Peruvian Army Liaison Officer in the U.S. Army Training and Doctrine Command (U.S. Army TRADOC).
