Ideological Radicalization, Organized Crime and National Security: The Intervention of the Armed Forces

Abstract

This article analyzes the impact of ideological radicalization and its convergence with Transnational Organized Crime (TOC) on national security in Peru. Through a descriptive and analytical methodology, it examines the areas most affected by these phenomena, assessing how radical groups and organized crime affect governance and compromise state control over key territories. It concludes that this convergence increases threats to internal security, requiring strategic intervention by the state. Although internal security is primarily a police task, the intervention of the Armed Forces (Armed Forces) is essential in situations where the magnitude of the threat exceeds police capabilities. Finally, the need for a comprehensive strategy that combines security efforts with socioeconomic development to mitigate the effects of radicalization, as well as to guarantee and strengthen the country’s long-term stability, especially in the most vulnerable regions, is highlighted.

  • Miguel Ángel Gonzales Bojórquez, Peruvian Army, Ejército del Perú

    Major General of the Peruvian Army (EP), Master’s Degree in Public Management, Master’s Degree in Administration, Bachelor’s Degree in Military Sciences, Diploma in Senior Management and Diploma in Senior Management in Management. He has completed the Senior Management and National Security Program at the Center for Higher National Studies (CAEN) and the International Humanitarian Law Program with the International Red Cross in the Republic of Algeria. He is a collaborator of the Center for Strategic Studies of the Peruvian Army (CEEEP). In addition, he has served and conducted military operations and actions in the Apurimac, Ene and Mantaro River Valley (VRAEM) throughout all ranks of his military career. Between 2022 and 2023, he served as General Commander of the VRAEM Special Command. He currently holds the position of Inspector General of the EP.

  • Oscar Luis Calle Pérez, Peruvian Army, Ejército del Perú

    Major General of the Peruvian Army (EP), Doctor in Administration, Master in Finance (EADA - Spain), Master in Business Administration with mention in General Management, Master in Public Management, Master in Strategic Planning and Decision Making, and Bachelor in Military Sciences. He was alternate delegate to the Inter-American Defense Board and advisor on Hemispheric Security to the Peruvian Delegation to the Organization of American States (OAS) in Washington, D.C. He has also served as Commander in Chief of the Peruvian Army. He also served as General Commander of the 33rd Infantry Brigade, director of the Infantry School and director of the Parachute School of the EP. He is a collaborator of the Center for Strategic Studies of the Peruvian Army (CEEEP). Likewise, in 2023, he served as Chief of the Joint Chiefs of Staff of the VRAEM Special Command. Currently, he is the Commander of the Joint Intelligence and Special Operations Command (CIOEC).

    Colonel of the Peruvian Army (EP), Master’s Degree in Education Sciences, Master’s Degree in Security and National Defense at the Centro de Altos Estudios Nacionales (CAEN), Bachelor’s Degree in Military Sciences, Diploma in Human Resources Administration, Diploma in Public Management and Diploma in Contracting and Procurement with the State. In addition, he has completed the Joint Command and Staff Program at the Joint Superior School of the Armed Forces (ESCOFFAA). He has served and carried out military operations and actions in the Apurimac, Ene and Mantaro River Valley (VRAEM), serving as C-3 (Chief of Operations) of the Joint Staff of the VRAEM Special Command in 2023. He is currently the director of the Army Commando School.

    Lieutenant Colonel of the Peruvian Army (EP), Master in Military Sciences with mention in Strategic Planning and Decision-Making, Master in Management and Technological Innovation, Master in Education Sciences, Bachelor in Military Sciences, Bachelor in Administration, Diploma in Security and National Defense, Diploma in Leadership and Strategic Planning, Diploma in Military History and Strategic Thinking. He has also completed the XVII Joint Command and Staff Program at the Escuela Superior Conjunta de las Fuerzas Armadas (ESCOFFAA) and is a graduate of the VII Doctorate in Development and Strategic Security at the Centro de Altos Estudios Nacionales (CAEN). He is an analyst and main collaborator at the Center for Strategic Studies of the Peruvian Army (CEEEP) and researcher at the Research Institute “Gen. Div. José del Carmen Marín Arista”, of CAEN. During the year 2023, he worked at the C-3 (Operations and Military Actions - Land) of the Joint Staff of the VRAEM Special Command. Currently, he performs professional duties in the III Army Division, 4th Mountain Brigade - Huancané Garrison.
